i was wondering if i could possibly telnet into the naslite+ server from an outside source, say my cellphone.

the sidekick2 from tmobile.com has a program which is called Terminal Client. Its a telent/SSH client that supports VT100/ANSI emulation.

my main reason is so that i can safely shut down the server when im not at home in the event of power suddenly going. i have it on a UPS, but it only lasts about 18mins.

Any help will be appreciated.

NASLite v1.x does not support a default gateway, so it is not possible to access it from outside of the local network.

Might it be possible to set up a tunnel or something similar, through another computer on the network?

if you have a decent router you can do this by implementing a NAT rule that changes both the source and destination address. You may need a rule for inbound conenctions and another for outbound depending on your device
