Hmmm, it seems to me that something is not right in the procedure you did.
Try this:
1) Get a DOS 7.1 boot floppy image, like the one you can download here:

2) Double click on the Winimage self extracting exe to make the floppy in drive A:
3) Open the floppy in explorer and copy to it dcopy.exe
4) Re-boot the computer from A:
5) Make sure that the B: drive is functional, by inserting in it a floppy and formatting it or copying some files to it with normal DOS commands, if not, check that in the BIOS you have the second floppy listed
6) Put a CD in containing the naslite image in the D drive
7) Make sure you can access the drive, for example issue a dir D: command
8) Enter the command A:\DCOPY.EXE DCOPY B: /F:1440 /FO /V
9) Enter the command A:\DCOPY.EXE D:\NASLNFS.IMG B: /F:1722/S/V
10) Please also note that there is a space in the above lines between B: and /F:
